About the project

Świętokrzyskie Voivodeship is implementing the #R043 RDI2CluB project within The Interreg Baltic Sea Region Programme 2014-2020.

RDI2CluB is the acronym for  "Rural RDI milieus in transition towards smart Bioeconomy Clusters and Innovation Ecosystems".

The project’s idea  is best illustrated by the acronym RDI2CluB  which we can interprete as Research, Development and Innovation for the club of bioeconomy-oriented people. This acronym also reflects the idea of the cooperation of triple helix, i.e. cooperation of three sectors: science, business and administration ( self-government administration in this case), to  develop a given sector of the economy. Good cooperation between these sectors guarantees the success of regional development.

According to the definition of the Organization for Economic Cooperation and Development (OECD), the bioeconomy is an activity involving the use of the biotechnology, bioprocess and bioproducts to create goods and services.

The project has been implemented by 12 partners from 5 countries, ie: Finland, Poland, Norway, Estonia and Latvia as well as by 6 associated organizations since October 2017 and will end in September 2020. Each state is represented by a consortium composed of representatives of administration, science and business.

The Polish project partners are:

The leader of the RDI2CluB project is the JAMK University of Applied Sciences from the Region of Central Finland - a region  cooperating with the Świętokrzyskie Voivodeship since 2004.

The project supports participating rural areas in unlocking their full potential in the bioeconomy. This goal will be reached, among others, by the regional bioeconomy profiles of partner regions and action plans developing the most prospective sectors of the bioeconomy. The transnational pilot will deliver an innovation model and a digital platform used as a virtual working environment  facilitating joint development of bioeconomy products and services. Local pilots will contribute to the development of eco-entrepreneurship in the  regions.

As part of the activities planned in the Świętokrzyskie Voivodeship, a local pilot on air pollution analysis will be carried out in the Busko-Zdrój District, especially in of the Municipalities of Busko-Zdrój  and  Solec-Zdrój. The pilot will be supported by an education and information campaign on how to diminish the emission of harmful substances to the atmosphere.

Total budget of the three-year project is: Euro 2.7 million, including:

  • EUR 1.5 million from the European Regional Development Fund
  • EUR 0.4 million from Norwegian Funding and
  • own contributions of Project partners.

The budget of partners from the Świętokrzyskie Voivodeship for 2017-2020 is over 385 000 Euro, with 15% own contribution.

RDI2CluB has the status of the Flagship project in the Policy Area ‘Bioeconomy’ within the framework of the European Union Strategy for the Baltic Sea Region (EUSBSR). The status of the Flagship Projects helps to raise awareness on rural development issues and promote the potential of smart specialisation in the bioeconomy for rural areas and innovation systems. Once the pilot phase will have been completed, the RDI2CluB partnership will provide access tothe digital platform created within the project  to all Baltic Sea Region, to dissiminate information on the bioeconomy  in rural areas.
